Assign each cost to the party that bears it
List who pays hosting, platform rights, market data, connectivity, payment processing, security work and support. A managed service may include some of these while a direct software arrangement leaves them with the buyer. AWS's shared-responsibility model illustrates that operational responsibilities depend on the services chosen; outsourcing infrastructure does not make every application task disappear.
Keep pass-through charges separate from the supplier's own fee. Record capacity thresholds, overage units, minimum commitments, indexation, renewal terms and termination notice where supplied. Refundable deposits or capital requirements should not be mislabeled as software expenses. Their cash-flow effect may matter, but it belongs in a separate category.

Compare known totals and unresolved exposure
Calculate a base scenario using confirmed values and label any sensitivity scenario as hypothetical. If an essential item is unquoted, show a known subtotal plus an open item rather than inserting zero. Do not claim a quote wins by price when the unpriced scope could change the conclusion.
Store the quote version, validity period, assumptions and written clarifications. Resolve material exclusions before approval. Worked example: the lower monthly fee costs more
Two fictional quotes cover the same twelve-month core service. A charges $4,000 setup plus $1,000 monthly, totaling $16,000. B charges $1,000 setup plus $1,150 monthly, totaling $14,800. The monthly-only comparison favors A; the stated twelve-month comparison favors B by $1,200. Both still exclude an unquoted data service, so neither figure is an all-in launch cost.
